Central Arlington Heights Redevelopment Project
These properties are located in a flood-prone area in the Hill Crest Addition of Central Arlington Heights and are being offered for sale by the City of Fort Worth. The sale comes with redevelopment conditions, including adherence to architectural standards and requirements to elevate structures above the 100-year non-FEMA base flood elevation. These conditions are in place to prevent increased flood risks, and redevelopment must comply with historical and flood mitigation guidelines. The properties will be sold with restrictions to ensure that future development aligns with these requirements.
Download Project SummaryKey Considerations for Potential Buyers of Central Arlington Heights Properties:
- Flood Mitigation Requirements:
- Existing or new structures must be elevated at least two feet above the 100-year non-FEMA base flood elevation. This elevation ranges from 38.28 to 53.76 inches above the current grade elevation. See page 6 of the Project Summary.
- DFW General Manager of DuWest Services, Johann Dutton, has estimated costs of $75-$85 per square foot (all-inclusive) to raise pier and beam structures and $95 per square foot for slab foundations.
- Lot grading and overland flow characteristics must be maintained to avoid increased flood risks for surrounding properties.
- Elevation certificates are required for completed homes to confirm compliance.
- Architectural and Redevelopment Standards:
- Development must align with the prevailing architectural style of the historic neighborhood (e.g., materials, roof styles).
- Properties must be redeveloped as single-family homes; duplexes or multi-family units are not allowed (existing duplex is grandfathered in).
- Garages and accessory structures must be placed at the rear of the lots; front-facing garages are not permitted.
- Development Process Requirements:
- A pre-development meeting with the City is mandatory.
- Buyers must submit concept/site plans for review and approval.
- An as-built survey will be needed upon completion to verify conformance with the approved plans.
- Floodplain and Easement Regulations:
- Properties are within a City Flood Risk Area (not a FEMA-designated floodplain).
- Easement restrictions apply due to an existing storm drain pipe; encroachments will require an agreement with the City. (Applies to all properties except 2203 & 2221 Western Ave.)
- Certain garages (2216 & 2220 Carleton) within the easement must be demolished within one year of closing.
- Conditions that Will "Run with the Land":
- Specific requirements, such as maintaining elevation and fencing, will remain with the property deed and be binding on future owners.
- A flood risk notice must be provided to future buyers and renters.
- Historic Preservation Considerations:
- Existing historic structures must be documented, and the City’s Historic Preservation Officer must review proposed modifications.
- Elevating structures may qualify for local historic designation, potentially freezing City property taxes for ten years.
- Timeframe for Redevelopment:
- Buyers have four years to elevate and make the home habitable or two years to demolish and restore it to greenspace.
